Migration Cases as Security Issue

I have come across an academic paper (but written in a clear and passionate way) on Philippine labor migration, at the website of the Institute of Defence and Strategic Studies (IDSS), at Nanyang Technological University, in Singapore.

Written by a journalist and graduate student of philosophy at the University of the Philippines Diliman, the paper's thesis is, labor migration cases are a security issue requiring emeregency response.

It's quite interesting, inasmuch as many have always thought of migration cases as mere labor issues, meaning, outside the sphere of international relations.
